The Albanese Government has announced that, starting January 2025, there will be a cap of 270,000 new international student commencements. This move is designed to restore numbers to pre-pandemic levels while ensuring the sector's sustainability and integrity.


What You Need to Know:

  • Cap on Commencements: The new National Planning Level (NPL) will limit the number of new international students to 270,000 for the calendar year 2025. This cap will be shared between the higher education and vocational education and training (VET) sectors.

  • Higher Education: Publicly funded universities will accommodate around 145,000 new international students, maintaining the levels seen in 2023. Non-university higher education providers will see approximately 30,000 new students.

  • Vocational Education and Training (VET): About 95,000 new international students will join VET programs.

  • Exclusions: The cap will not apply to school students, research students, students in standalone English language courses, and certain scholarship holders.
